The war in Bosnia was a complex and brutal conflict that lasted from 1992 to 1995. It was a result of the breakup of Yugoslavia and the desire for independence by the different ethnic groups residing in Bosnia. The fighting between Bosnian Serbs, Croats, and Bosniaks resulted in widespread atrocities and civilian suffering.

The United States’ decision to support a peace plan in Bosnia was a major milestone in the international community’s response to the crisis. The plan, known as the Vance-Owen Peace Plan, was developed by former United Nations negotiators Cyrus Vance and Lord David Owen.
